TOWN OF COON BOARD OF SUPERVISORS MEETING

APRIL 10, 2007


The Town of Coon Board of Supervisors met at the Coon Town Hall on April 10, 2007 at 1:00 p.m. at the Coon Town Hall.


Present: Orlan Bakkum, chairman; Craig Storm and Leon Minor, supervisors; Jan L Ihle, treasurer, Lorraine Bakkestuen, clerk and Dale Haugrud, patrolman.


Chairman, Orlan Bakkum called the meeting to order.


The following gave their oaths of office: Orlan Bakkum, chairman; Craig Storm, Supervisor #1; Leon Minor, Supervisor #2; Janice L Ihle, treasurer: Lorraine Bakkestuen, clerk Their terms are for two years.


Moved by Leon, seconded by Craig to accept the minutes of previous regular board meeting. All aye. Motion carried.

Moved by Craig, seconded by Leon to pay all claims. All aye. Motion carried.


Orlan reported that the fire association crew van would be ready by Memorial Day.


A new printer copier had been purchased for $700.


Smart Growth: Orlan had been working on the comprehensive plan and had typed up a copy, subject to change.


No new fire numbers had been issued. Four new fire numbers would be ordered One for the old Robert Daffinrud place, one for James Aasen, one for Clarence Johnson and one for Gary Stendalen.


Orlan had completed the zoning map for the Town of Coon.


Orlan reported on the bids for the proposed sand and salt building. Minutes of the opening and acceptance of bids made by Orlan Bakkum. The meeting was held at the Coon Town Hall on March 17, 2007 at 10:00 a.m. Minutes were placed on file.


Moved by Craig, seconded by Leon to accept minutes of March 17, 2007 meeting. All aye. Motion carried.


A discussion was held on sharing work on adjoining roads with other townships.


The next regular Town of Coon Board of Supervisors meeting set for May 8, 2007 at 7:30 p.m. at the Coon Town Hall.


Open Book for Town of Coon assessments will be held on May 15, 2007 from 3:00 p.m. to 6:00 p.m. at the Coon Town Hall.


Board of Review will be held at theCoon Town Hall on May 15, 2007 from 7:00 p.m. to 9:00 p.m.


Moved by Leon, seconded by Craig to purchase a new plasma cutter at $1,599.00. All aye. Motion carried. Items sold would almost cover this cost.


Moved by Craig, seconded by Leon to adjourn the meeting. All aye. Motion carried.

TOWN OF COON ANNUAL MEETING

APRIL 10, 2007


The Town of Coon annual meeting was held at theCoon Town Hall on April 10, 2007 at7:30 p.m.


Present: Orlan Bakkum, Craig Storm, Leon Minor, Lorraine Bakkestuen, Wyman Cade, Kenneth Larson, David Marks, Martin Erlandson, Mark Paulson, John Sutton, Larry Strangstalien, Herbert Cornell and Cory Fortun.


Chairman Orlan Bakkum opened the meeting at 7:30 p.m.


Concensus of those present allowed for leaving reading of last year`s minutes of annual meeting until the next annual meeting.


The clerk, Lorraine Bakkestuen gave a summary of receipts and expenditures for 2006 and balance at December 31. 2006


Orlan Bakkum went over the debt payments and amount due at the end of 2006.


The question of how much the original loan on sealcoating of roads was $1,057,000


Moved by Larry Strangstalien, seconded by John Sutton to accept the 2006 financial report. All aye. Motion carried.


Orlan presented the bids that were accepted on the proposed sand and salt shed. He also presented a print of the site plan for same.


John Sutton questioned whether they needed a 3,000 yard capacity building and quoted amounts taken from sand and salt reports in monthly meeting minutes. Orlan felt that the capacity was needed.


Orlan also reported that a slab for sand and salt was mandated by the state and the township was not in compliance at the present time.


John Sutton said why not put down footer and slab now and wait on the building.


David Marks asked where were we on sealcoating rotation? This was the 10th year on rotation.


Ken Larson asked if the old loader was under warranty. No longer under warranty and the reason for trading was because of safety issues. Orlan said the new loader was different and the trade issue was favorable.


David Marks remarked on the sealcoating of strictly residential roads and to not sealcoat as often.


Mark Paulson asked about the structure make up-how and what used to build. Orlan explained.


David Marks comment that a roof had to be put over the slab due to damage resulting from not doing so.


Orlan sai if the DNR inspected we would not be in compliance and could be fined $1,000 per day.


Moved by Dave Marks, seconded by Herbert Cornell to accept the bids totaling $145,000.00 on sand and salt shed including a 15 year amortization.. All aye. Motion carried.


This year is the last year of 10 year rotation on sealcoating roads. An average of 11 miles per year are sealcoated on the present rotation period.


Dave Marks commented that he was satisfied with the quality of the town roads.


Martin Erlandson thought that the township did not have to do all the roads that were scheduled. Those roads not showing cracks, etc need not be done in that year of the rotation plan.


Orlan said that if you don`t spend on your maintenance, the state would cut transportation aids.

The roads were rated according to a numbering system. Also transportation aids were based on so much per mile.


Dave Marks said he did not want to pay for sealcoating of roads when roads not used to any extent.


Orlan said he was concerned about residential people filling in ditches so that they can mow by roads.


Dave Marks suggested that they take a hiatus from sealcoating of roads for 3 years thus gaining a large sum of revenue.


Orlan said he did not want to go through construction of roads again which would result if maintenance was not kept up. He would also find out how it would affect road aids if the money was not spent for road maintenance.


John Sutton suggested other people could do the inspecting of the roads and present recommendations. Orlan said they had been trained to do this job.


Ken Larson suggested extending the culvert on Cut-Across Road do to the damage the culvert received by motorists.


Smart Growth: Orlan reported that when they received grant from the state the comprehensive plan was tied to the state.


The Town of Coon Zoning has to comply with the comprehensive plan. If you don`t do the comprehensive plan the township cannot keep their zoning. Public meeting will be held after June 1, 2007


Orlan reported that a new crew van for the Fire Association should be here by Memorial Day.


He also stated that stray animals should be called in to dog cartcher and would be taken to Viroqua Veterinary Clinic.


Town of Coon comprehensive plan includes zoning map advanced from 1992 map. Nine elements in comprehensive plan included in shorter version. It is hoped that the shorter version passes the state.


Mark Paulson had a question on the plowing of his road. He felt that the plow should have come in after the end loader. John Sutton had the same problem. Orlan reported that snow plowing was allowed under state law.


The question was asked if they had looked into buying a sweeper. Orlan said they had not don so.


Moved by Larry Strangstalien, seconded by Wyman Cade to adjour the annula meeting. All aye. Motion carried.
