MINUTES OF TOWN OF COON BOARD OF SUPERVISORS MEETING

JULY 12, 2005


The regular meeting of the Town of Coon Board of Supervisors was held at the Coon Town Hall following the Public Hearing on the requested rezoning of Sylvester Liebel property.


Present: Orlan Bakkum , chairman; Craig Storm and Leon Minor, supervisors; Jan L Ihle, treasurer; Lorraine Bakkestuen, clerk; Dale Haugrud, patrolman. Also present were

David Stowe, Eleanor Brye ; Rebecca Gretebeck, Rural Insurance Agent, Vince Schmitz and Karen Mc Garvey.

 

Call to order by chairman, Orlan Bakkum.


Copies of the minutes of the June 14, 2005 board meeting were handed out to members and officers.


David Stowe requested a variance on his property in order to build within 16 feet less than required by the Town of Coon Zoning Ordinance from the center of the highway. Orlan informed him that it was a county highway and must go to the County Highway Department and talk to Virgil Hanson. Mr. Stowe said he had already talked to Virgil and he had told him to talk to the Town of Coon Board of Supervisors. Orlan said he would contact Mr. Hanson and discuss who has jurisdiction on this variance request. Mr. Stowe also would need in writing a variance to build on less than two acres of land as required by the Town of Coon Zoning Ordinance.


Moved by Leon, seconded by Orville to approve the minutes of the June 14, 2005 Board of Supervisors meeting. All aye. Motion carried.

Moved by Craig, seconded by Leon to accept the treasurer`s report. All aye. Motion carried.


Jan said another check in the amount of $1,403.50 would have to be issued to AA Dumpster Service because they had not received Check # 6834 written in June. The check had not returned to Fortress Bank.


Moved by Craig, seconded by Leon to pay all claims. All aye. Motion carried.


Travis from Secluded Land Compay said it would be fine that the Board of Supervisors did not rule on the request for rezoning on the Syl Leibel property until the next regular Town of Coon Board of Supervisors meeting. He would not want it rezoned to residential if no homes could built on the property because the assessed value of the property would increase .


Craig asked about the protected covenants included in the contract of purchase of land. No number of homes would be included in these covenants and any number of homes could be conseveably be built and no protection for rural and ag land would occur.


No decision would be made on the request for rezoning until a determination on what or all of property was in a flood plain and sanitation approved.


The fire call for Greg Martell had been paid except the $75.00 charged by Rick Stegen This cost would have to be absorbed, The township could not send another bill for this amount.


Uniform Dwelling Code: Vince Schmitz from Cashton was present and stated that the township would have to pass an ordinance on what the township would expect for an inspector of new homes to do. Those homes built now and being inspected by Smercina would be still under his contract.


Mr. Schmitz said that prices would go up due to the higher gas prices. There would be a 30 day waiting period after he was hired. It was decided that the board would table hiring a new inspector until the next regular Town of Coon Board of Supervisors meeting.


Orlan said he had until September 15, 2005 to complete rating the Town of Coon roads for the state.


A newsletter would be written by Orlan


David Stowe was upset about not being able to get rid of certain large objects. Orlan told him the township had 2 large cleanup days in the year to get rid of these items. Mr. Stowe also was concerned about the recylcling of certain products such as cardboard. Orlan mentioned that the value of aluminum was still there but not cardboard. Mr. Stowe wanted it in writing why the township could not recycle cardboard like other townships and businesses.


Rebecca Gretebeck from Rural Insurance Companies was their to review township insurance coverage. The Town Board decided to raise town liability and officials liabilty to twice the amount held previously. $120,000 value placed on the new loader.


The bank forms for the loan on the new loader were signed by Orlan, Jan and Lorraine.
