NOVEMBER 13, 2007
Town of Coon Board of Supervisors met at the Coon Town Hall on Tuesday, November 13, 2007 at 1:00 p.m.
Present: Orlan Bakkum, chairman; Craig Storm and Leon Minor, supervisors; Janice L Ihle, treasurer, Lorraine Bakkestuen, clerk and Dale Haugrud, patrolman.
Chairman, Orlan Bakkum opened the meeting.
Moved by Leon, seconded by Craig to approve the minutes of the previous regular Town of Coon Board of Supervisors meeting. All aye. Motion carried.

The sand and salt shed note extended for two months until completion of building.
Moved by Leon, seconded by Craig to repay security deposit of $300.00 to James Green. All aye. Motion carried.
Fire Association update: The Village of Coon Valley is in negotiation to purchase the old lumber company building to add to the present fire station.
Nothing more had been done on the Smart Growth-comprehensive plan.
Orlan would have to use the new GPS when assigning new fire numbers.
The sand and salt shed is almost completed. Asphalt and wiring were being worked on.
Flood damage: FEMA had almost completed assessments in the amount of $50,612. A three percent administration cost would apply. Town of Coon would receive about $44,285 of which $7,800 would go to Vernon County for work on Lee Ln.
The Town of Coon had a permit from the DNR for flood damage repair which is in effect until November 2008.
Dawn Hundt had forms for Project Recovery which is under Lutheran Social Services. They are offering grants for individuals for flood damage recovery.
Orlan noted that the 2008 budget for the Town of Coon had been approved on Monday, November 12, 2007. Total budget approved at $508,924.00.
The next regular Town of Coon Board of Supervisors meeting set for December 11, 2008 at 1:00 p.m. at the Coon Town Hall.
The Towns Association meeting would involve a speaker from the Vernon County Department of Health. Discuss set up for reporting health hazards.

TOWN OF COON PUBLIC HEARINGS
NOVEMBER 15, 2007
PUBLIC HEARING ON NUMBER OF ANIMAL UNITS ALLOWED
Present: Kathy Hoff, Ronald Hoff, Ernest Haugen, Joseph Haugen, Wyman Cade, Leon Minor, Jan L Ihle, Orlan Bakkum, Lorraine Bakkestuen, Jon Koula Craig Storm and Erica Gylund.
PUBLIC HEARING ON NUMBER OF ANIMAL UNITS ALLOWED
Orlan Bakkum ,chairman for the Town of Coon stated that the number of animal units allowed is already in the Town of Coon Zoning Ordinance at 250 animal units except when an impact study made. The addition of number of animal units had been added when the April 11, 2000 corrections had been made to the Town of Coon Zoning Ordinance. This includes all other animal units besides dairy animals. If someone wanted more than 250 animal units an individual would have to state in writing their request and present it to the zoning committee for recommendation and then it would go to the Town of Coon Board of Supervisors to allow it or not. If they turn it down they can go to the Board of Adjusment. A new Board of Adjustment would be named in December of this year. All questions and comments answered.
PUBLIC HEARING ON DRIVEWAY ORDINANCE
Craig Storm presented the Driveway Ordinance.
The purpose of the ordinance is to regulate the location and construction of any private access road (private driveway) that will intersect any public road in the Town of Coon. The ordinance will set forth an orderly procedure for obtaining a driveway permit, and will establish driveway permit fees and penalties for failure to obtain a required driveway permit. Variances could be obtained. Ordinance does not effect present driveways but clarifys the construction of the driveway and to be a minimum of 25 feet from adjoining property line to the closest edge of the driveway. You must have a statement that says an older one is a lesser width.State Statutes state that a road is considered 4 rods wide and all new driveways must be 4 rods wide. All questions and comments noted. Variances would have to be made by the Town Board of Supervisors.
The Town of Coon Zoning members drew up the Driveway Ordinance who consist of James McQuin, Craig Storm, Larry Strangstalien, Ned Barstad, Gary Stendalen and Charles Schmitt, alternate.
PUBLIC HEARING ON TOWN OF COON WIND ENERGY SYSTEMS ORDINANCE
Craig Storm presented the scope of the wind energy systems ordinance which consists of a wind energy conversion system consisting of a wind turbine, a tower and associated control or conversion electronics which will be used primariily to reduce on-site consumption of utility power. A small wind energy system shall not exceed a rated capacity of 100KW,be 170 feet or less in height and a rotor diameter of 60 feet or less.
The requirements of this ordinance shall apply to all small wind energy systems and commercial wind energy systems proposed after the effective date of this ordinance. All requirements on locations, size of lot, height, setbacks, inhabited structures ,design standards, access, noise, visual appearance and electrical interconnections are stated in the ordinance. Signal interference, overspeed controls, permit applications, site plan, elevations, standard drawings, standard foundations, specific informationon construction are also included.
Section 5 state the requirments for a commercial wind energy system. Section 6 states that any commercial wind energy system must comply with the terms of this ordinance and when not in use for two years ,excluding repairs shall be removed within the following 6 months. Failure to remove the system shall be deemed a violation of this ordinance. Any small wind energy system or commercial wind energy system which is non-conforming and which is not used for one year, excluding repairs, shall be removed within the following six months. Failure to remove the system shall be deemed a violation of this ordinance..
Administration of this ordinance and penalties are noted in the ordinance.
Corrections to the presented Wind Energy Ordinance had been noted. Section 2-paragraph 2 and Section 4-paragraph 3.

After all questions answered and comments noted Ron Hoff made the motion to adopt the Wind Energy Systems Ordinance, seconded by Kathy Hoff after corrections had been made. All aye. Motion carried

DECEMBER 11, 2007
The regular Town of Coon Board of Supervisors meeting was held at the Coon Town Hall on December 11, 2007 at 1:00 p.m.
Present: Orlan Bakkum, chairman; Craig Storm and Leon Minor, supervisors; Janice L Ihle, treasurer; Lorraine Bakkestuen, clerk and Dale Haugrud, patrolman. Jerry Kins from Chimney Rock Appraisal was also present.
Motion made by Leon, seconded by Craig to approve the minutes of the previous board meeting as printed. All aye. Motion carried.

Motion to approve the Town of Coon Wind Tower Ordinance made by Craig, seconded by Leon. All aye. Motion carried. The Wind Tower Ordinance will be published in its entirety in the Westby Times.
Motion to approve the The Town of Coon Driveway Ordinance made by Leon, seconded by Craig. All aye. Motion carried. The Driveway Ordinance will also be published in the Westby Times.
Orlan had sent letters to Doris Johnson and Thomas Mathison saying they would have to settle their differences on building shed on Johnson land.
Sand and salt shed structue was completed except for some electrical work. They decided they did not need lights inside the building-only on the outside because the doorways would be open for the light to shine in.
Siding removal on the rental propety house has to be handled by a certified handler.
Motion to accept bid on removal of approximately 2,200 square feet of siding from rental house by Kevin Bitz Carpentry made by Leon, seconded by Craig. All aye. Motion carried.
The cost for landfill charge would amount to $2,500 to $3,000. Steve Mueller will do the excavating work.
Town of Coon would receive $1,529.10 for processing storm disaster related costs from FEMA.
$38,158.00 would be received from FEMA for storm disaster costs.
January 8, 2008 was set for the next regular Town of Coon Board of Supervisor`s meeting and Annual Audit of the financial records. The time was set for 1:00 p.m. at the Coon Town Hall.
Motion made by Leon, seconded by Craig to appoint Michael Breckel for one year term to the Board of Adjustments and to appoint Orville Stendahl and Wyman Cade for a two year term to the Board of Adjustments. All aye. Motion carried. The clerk was to send a copy of the Town of Coon Zoning Ordinance to each of them with their notification of these positions.
Motion made by Orlan , seconded by Craig to reappoint Craig Storm, Gary Stendalen, and Larry Strangstalien for a three year term on the Zoning Committee for the 2008, 2009 and 2010 term and to appoint Charles Schmitt to a three year term as an alternate on the Zoning Committee for the 2008, 2009 and 2010 term All aye. Motion carried.
Motion made by Leon seconded by Craig to appoint Judith A Koula, Marcel Zinn, Hazel Cornell, Robert Schulze and Ruth Amundson to the Town of Coon Election Board as inspectors of election and to appoint Carol Hagen, Russell Mellen, David Amundson and Denise Bakkum as alternate election inspectors. All aye. Motion carried.
Orlan suggested that a equipment fund be set up for future equipment purchases.
